Manual installation error in " A new guest note"

My version of HedgeDoc is: 1.9.9

What I expected to happen:

deploy in local in windows 10

What actually happened:

I follow the tuto here: Manual Installation - HedgeDoc.

I can deploy but when I tried " A new guest note"
I got the following error :

it seems both versions are not working in windows 10, I tried, but face problems with webpack, I tried with ubuntu and is working fine
